High Density Development Proposed for Twin Lakes Area

A company named Arber LLC has requested a rezoning of 20.5 acres behind the Bashas shopping center, between Oracle Highway and Twin Lakes and between Golder Ranch Rd and Hawser. The plan is to build a total of 142 units on the 20.5 acre parcel. Much of the property is currently zoned GR-1 (1 home per acre) and the builders wish to change these to CR-3 and CR-4 which would allow for mixed housing types and cluster density housing. Plans submitted to the County show the units as two-story 34' high buildings with essentially no yards and open parking except for the community center and the two homes at the entrance. The units are expected to cost in the $300,000 - $400,000 range.

We would like to thank the developers, Pima County Supervisor Ann Day and her assistant Patrick Cavanaugh for attending a meeting with area residents June 18, 2008 where they discussed their plan in detail. It was announced that the rezoning hearing has now been pushed back a month to allow more time for public input. We thank all involved for that change. The overall consensus from the meeting seemed to be that the project was a good overall plan but most wished that it could be lower density and single story structures.

We encourage you all to attend the upcoming rezoning hearing on July 30th, 2008 at 9:00 AM. The Planning and Zoning Commission meets in Meeting Room "C", Basement, County/City Public Works Building, 201 N. Stone Avenue, Tucson, AZ 85701. Please plan to attend and present your views (either positive or negative) to the planning and zoning commission.

Under the proposed rezoning the developers would build 3.8 two-story units per acre on the northern portion of the project and up to 11 two-story units per acre on the southern portion. The overall average would be 6.9 units/acre. At an average of 2 cars per home that means a potential increase of  284 cars traveling daily on Twin Lakes and Golder Ranch Rd. The plan would include expansion of the roadway on Twin Lakes Dr.

Most important is the impact on water supplies during this severe extended drought. The developers did mention that the homes they would build would use less water than traditional homes. However, it is important that we look at the water supply in terms of the resources for the entire region. With Arroyo Grande, Falcon Valley, Willow Springs and Saddlebrooke Ranch about to explode the population of the area, we must look at the water supplies for the entire region. The wells for most of these projects are located in the Oracle Junction area.
